The purpose of this Request for Information (RFI) is to seek input from the scientific community onfour affiliated measurement systems/measures: theNIH Toolbox, theNIH Infant and Toddler Toolbox (NIH Baby Toolbox),Mobile Toolbox, andMyCog for discussion at the upcomingNIH Toolbox Assessments Conference. The NIH Toolbox and NIH Baby Toolbox both were developed under the egis of theNational Institutes of Health Blueprint for Neuroscience Research (Blueprint), a collaboration among 14 participating NIH Institutes, Centers, and offices to support cross-cutting funding programs to advance research on the nervous system.

This Notice of Special Interest (NOSI) encourages the translation of the Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative-supported technologies from academic and other non-small business research sectors to the marketplace. Small Business Concerns (SBCs) are encouraged to submit Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) grant applications that propose to further develop, optimize, validate and scale such technologies for commercial dissemination. Additionally, SBIR and STTR applications supporting the development and commercialization of novel technologies that fit within the mission of the BRAIN Initiative are encouraged.

The purpose of this Notice is to alert the research community that theNational Institute of Neurological Disorders and Stroke (NINDS) will consider adherence to Findable, Accessible, Interoperable, and Reusable (FAIR) data practices and leveraging of existing NIH- and NINDS-supported data infrastructure in its strategic and budgetary prioritization decision-making processes. NINDS iscommitted to the development of a resource-efficient and interoperable data ecosystem that strikes a balance between maximizing data harmonization and enabling innovation. Developing such a data ecosystem is consistent with multiple cross-cutting strategies outlined in theNINDS Strategic Plan including Rigor and Transparency, Technology Access, and Data Sharing and Data Science. Moreover, in a limited resource environment, the development of this type of data ecosystem will provide cost savings that can be used to fund more research. Accomplishing this goal necessitates a strong expectation that applicants to NINDS will leverage existing NINDS-supported data infrastructure and resources, harmonize their data to existing NIH or NINDS data standards for interoperability, and adopt NINDS-supported standard operating procedures for biospecimen collection whenever applicable. Applicants proposing something that overlaps with or is incompatible with existing resources will need an especially strong justification for NINDS to accept an ARA request over $500K or fund the application.
