Scientific Project Manager, HEAL Initiative

The Health Scientist Administrator/Scientific Project Manager position will support the NIH HEAL Initiative Analgesics Development program and is located in the Division of Translational Research (DTR), National Institute of Neurological Disorders and Stroke (NINDS), NIH, DHHS.  The Helping to End Addiction Long-term (HEAL) Initiative is an aggressive, trans-agency effort to speed scientific solutions to stem the national opioid public health crisis.  The primary purpose of the Health Scientist Administrator/Scientific Project Manager is to manage a portfolio of drug discovery and development cooperative agreements and contracts in the Division of Translational Research (DTR), National Institute of Neurological Disorders and Stroke (NINDS), NIH, DHHS. Candidates with knowledge of drug discovery and development process from hit identification to clinical Phase I; significant experience with drug research and development in the pharmaceutical industry or equivalent preferred with project leadership experience on cross-discipline drug discovery or development teams; proven leadership and management skills, excellent communication, negotiation and facilitation skills required, both oral and written, and proven ability to interact effectively with senior management, in public forums and within project teams.  The qualified candidate will provide expert leadership, advice and guidance to the DTR staff in preparing and managing cooperative agreements and contracts.   The incumbent will manage a portfolio of drug discovery grants, cooperative agreements, and contracts with trans-NIH scope including responsibility for all aspects of administration (i.e., organizing and managing).   The incumbent will define project objectives; plan, execute, and finalize projects according to strict deadlines and within budget; oversee quality control, assemble data and manage program budgets.  The incumbent will, in conjunction with the Director of the DTR, define and communicate the DTR’s strategic goals and initiatives both internally and externally to the NIH.  S/he will work with the Director of DTR to identify and foster relationships with private and public concerns in order to facilitate transition and commercialization of DTR’s translational projects.  The Project Manager will be responsible for providing direct or arranging for the necessary chemistry, pharmacology, neuroscience, and experimental design expertise to advance the translational and therapy development efforts as part of the NINDS mission.
